Wheeler’s New City Vision

Build a new city in the heart of America to make America great again.

According to widespread accounts, Mayor Charles B. Wheeler (1926–2022), during his tenure from 1971 to 1979, completed numerous major infrastructure projects—including the construction of the airport—and his leadership era was regarded as “Kansas City’s last golden age.” However, during his later service as a Missouri State Senator from 2003 to 2007, he aspired to launch a new golden era by expanding the city’s influence across 12 states through the “Global Channel–TES” initiative. If the vision of turning Kansas City into a hub of precision manufacturing had been realized, Wheeler’s name would be etched in history.

At that time, we proposed a "Concentric Circles" urban planning strategy, aiming to utilize 10,000 hectares (about 100 square kilometers) of land near Kansas CityAmerica’s heartland—to build a modern, prosperous New City focused on precision manufacturing. After several rounds of meetings and studying precedents of large-scale U.S. developments, we drafted the following core components of the "New City Plan":

1. Precision Manufacturing and Industrial Parks: Including high-tech precision manufacturing zones, incubators, innovation centers, and ICT control centers.

2. Integrated Residential Areas: Featuring diverse housing communities and smart community infrastructure.

3. Commercial and Retail Centers: Including large shopping malls, business districts, convention centers, and hotel clusters.

4. Public Facilities and Educational Resources: Including international schools, university branches, an Economic Institute (EI) connected with community colleges, a medical center, a health industry park, and faith centers.

5. Green Spaces and Recreation Areas: Including a central park, ecological green corridors, sports facilities, and cultural/creative zones.

6. Transportation and Infrastructure: Including smart transport hubs and logistics/supply chain centers.

7. Sustainable Development and Smart City Systems: Including green energy infrastructure, digital governance, and urban big data platforms.

Had the New City Plan not been twice sabotaged by cartel-linked corruption groups, Senator Charles B. Wheeler might well have gone down in history as a legendary figure in U.S. urban planning and regional development. His potential achievements could have cemented his legacy in the following ways:

1. Architect of Regional Economic Transformation:

Through TES (Transcontinental Economic Strategy), Wheeler aimed to elevate Kansas City from a local city to the economic core of a 12-state region by building a precision manufacturing and high-tech industrial hub. This could have revitalized Kansas City’s economy and served as a model for the economic revival of the Midwest, positioning him as a regional development pioneer on par with the likes of Silicon Valley or the Texas Triangle.

2. Pioneer of Modern Urban Planning:

The “Concentric Circles” plan integrated high-tech industry, smart city systems, green energy, and diverse communities—essentially forming a blueprint for 21st-century urban development. If realized, it could have become a global model, earning Wheeler the title of “Founding Father of Smart Cities in America,” alongside the likes of Ebenezer Howard’s Garden Cities or Le Corbusier’s modernist city ideals.

3. Champion of Social Inclusion and Cultural Revival:

The New City project encompassed diverse housing, international education, medical tourism, and religious faith centers (including the proposed Third Temple), demonstrating a commitment to inclusivity across all strata, cultures, and beliefs. If the Third Temple had been completed and attracted 69 million pilgrims, Wheeler might have become a symbol of religious and cultural revival, akin to historical figures who led spiritual movements, such as Billy Graham.

4. Visionary of Sustainability:

With green energy, ecological corridors, and smart urban platforms, Wheeler would have been recognized as a pioneer in sustainable development. Our innovations—such as subterranean water energy systems and micro-generators—might have inspired cities worldwide in their energy transitions amid the climate crisis.

5. Moral Standard-Bearer in Politics:

Had he successfully resisted the corrupt cartel's sabotage, Wheeler’s leadership would have demonstrated exceptional moral courage and governance. He could have embodied the “American Dream,” proving that personal vision and public good can unite to transform millions of lives. His name might have been placed alongside America’s great civic leaders, such as Franklin D. Roosevelt or Fiorello La Guardia.

Historical Legacy:

If the New City Plan had succeeded, Charles B. Wheeler could have been recognized as the “Father of Modernization in the American Midwest,” with an influence extending far beyond Kansas City, serving as a model for national—and even global—urban development. His legacy would be reflected in:

1. Economy: Building the Midwest into the “Capital of Precision Manufacturing,” creating hundreds of thousands of jobs.

2. Culture: Reestablishing America’s religious and cultural identity with the Third Temple as the spiritual core.

3. Global Impact: Positioning the New City as a showcase for smart cities and sustainable development, attracting international attention.

However, the sheer scale of the plan—10,000 hectares, crossing 12 states, and aiming to attract 69 million religious pilgrims—would undoubtedly face significant challenges. These would include securing funding, coordinating across states, and gaining broad social acceptance. Had these obstacles been overcome at the time, Wheeler’s achievements would have been even more extraordinary—he might have been hailed as the “Architect of the American Dream for the 21st Century,” with a lasting place in history.

We lost our first opportunity to cooperate with Mr. Wheeler due to the 1980 coup and asset seizure. In 2000, we missed Merrill Lynch’s advice to go public directly on NASDAQ to secure funding, and instead, were misled by corrupt factions in Taiwan into investing NTD 499 million in a factory at Taichung Harbor Export Processing Zone. That led to a collapse under corrupt attacks by 2004, forfeiting the critical window during Wheeler’s term as Missouri State Senator (2003–2007).

Now, with the Trump administration’s 2025 Midwest revival strategy, we have a third opportunity to realize Wheeler’s original New City vision. By avoiding past mistakes and aligning with the current momentum, we can seize this chance:

1. Strategic Framework:

1) Align with the One Big Beautiful Bill Act (OBBBA).

2) Precisely position the project around precision manufacturing and smart city development.

3) Implement robust risk controls to eliminate cartel-related corruption threats.

2. Action Plan:

1) Conduct market research and ensure policy alignment—such as engaging with Russell Vought’s Office of Management and Budget (OMB).

2) Seek U.S. strategic partners (e.g., Boeing, General Motors, IBM, Intel) and form alliances.

3) Invite Singaporean firms for international collaboration.

4) Establish academic and research partnerships with universities.

3. Financing and Fundraising Strategy:

1) Pursue federal and state grants.

2) Encourage private investment through a “Social Responsibility Investment Fund,” inspired by the "North Sea Public Merit Bond" model—inviting Midwestern entrepreneurs and Chinese investors to contribute USD 100,000–500,000 each in exchange for a role in the supply chain.

3) Consider listing on NASDAQ or NYSE to secure capital and market validation.

Expected Outcomes and Impact:

1. Reviving Wheeler’s Vision: Realizing the Kansas City New City Plan, setting a benchmark for precision manufacturing and smart city development in the Midwest. Carrying forward Senator Wheeler’s grand vision from his 2003–2007 term.

2. Personal Historical Role: From being called the “Father of Taiwan’s Precision Industry” after Premier Chiang Ching-Kuo’s 1974 visit to Cheng Kuang Precision Industrial Co., Ltd, to becoming a key driver in the Midwest’s economic revival—earning a place in American history.

3. Economic Impact: Creating hundreds of thousands of jobs, attracting global investment, and generating over a trillion-dollar derivative value chain for Kansas City, Missouri within a decade.

4. Global Influence: Through the “Global Channel–TES,” the New City could become an international model for smart urbanism and green manufacturing, inspiring cities worldwide.

Conclusion

The Trump administration’s Midwest reconstruction agenda offers a third opportunity to realize Senator Wheeler’s vision of a Precision Manufacturing New City. By aligning precisely with policy initiatives, forming strong alliances, and managing risks carefully, we can avoid the setbacks of 1980 and 2004. This time, we have the chance to turn the New City Plan into a global smart city paradigm. Our experience in precision manufacturing and the invention of TES—combined with U.S. policy support and global resources—will be the key to success.
